A powdered milk dispensing device having a simple structure is provided to facilitate a washing process of the device, and to supply and discharge a controlled amount of the milk. A powdered milk dispensing device comprises: a connection casing with a fixed plate(31) having plural through-holes(32) and a rotatory plate(35) for opening/closing the through-holes; an outlet(40) with a cap(50) on the top, forming a guide groove(42) with saw teeth(43); an opening control unit(60) supported by a finish cap(55) and forming a support projection(62); a vertically operation bar(45) inserted into an insertion hole(36) of the rotatory plate; a guide hole(33) for guiding the vertically operating bar within an operation range of the through-holes; and an operation groove(25) for guiding a guide projection(65) of the opening control unit.
