PROBLEM TO BE SOLVED: To solve a problem how to release a first big vertical quake while in a present anti-seismic structure the earthquake shock runs as it is and especially wooden houses has a tenon to be inserted from above, so that many are collapsed because the tenon even fixed with a metal fitting comes off or looses when is thurusted by the vertical shock of a big earthquake and a brace breaks or comes off afterwards by the horizontal shock, while the past Chuetsu Earthquake and the Great Hanshin-Awaji Earthquake had a big vertical shock of a seismic intensity 7 in the beginning and especially in Hokutann-cho in the Awaji island, the seismic center, the enormous impact occurred such as bolts and nuts connecting sills and foundations were flew away, grand pianos and beds were uplifted in the midair, and the like and many people were killed and injured. SOLUTION: The octagonal-sill is composed in such a way that, even when big vertical and horizontal shocks of a seismic intensity 7 continue for several minutes, a trapezoidal vibration receiving of the sill moves side to side and up and down by means of an inclination, a friction and a force of a spring for releasing the impact, so as to shift the shock into a slow quake as if being tossed into the air or riding a see-saw.
