<p><P>PROBLEM TO BE SOLVED: To provide a technology for calculating power resource costs reflecting the driving characteristics or the like of a driver. <P>SOLUTION: Driving information is collected on the basis of a detection signal from each sensor for the duration from the time when a vehicle passed through a starting point of an evaluation link to the time when it passed through an ending point of the evaluation link (S100). When the vehicle has passed through the evaluation link, on the basis of the driving information collected from each sensor, the driving characteristics of the driver on the evaluation link are specified (S110). On the basis of the specified driving characteristics, fuel costs (1) with respect to the evaluation link are calculated (S120). The fuel costs (1) are then corrected on the basis of the gradient data of the road of the evaluation link, and fuel costs (2) are calculated (S130).
