PROBLEM TO BE SOLVED: To provide a device for measuring the concentration of a liquid developer that can accurately measure the density of toner particles, using a simple constitution. SOLUTION: The device slidingly displaces a second pushing plate 62 in sliding directions Y1, Y2, and a rubber tube 40 which is in a deformed state is displaced in the direction of major axis. The device measures the permeability, while displacing the rubber tube 40 and finds the center position of the rubber tube 40 in the deformed state based on the permeability.
