<P>PROBLEM TO BE SOLVED: To easily identify a small-scale substation having a failure. <P>SOLUTION: In substations 1A and 1B, a remote-controlled slave station device 103 and an information transmitting device 104 for communication are installed. In a facility out of monitoring, neither a remote-controlled slave station device 103 nor an information transmitting device 104 for communication is installed. In a business office, a small-scale optical terminal station 201 connected to the substations 1A and 1B via an optical cable is set to "failure on other end (SEND) not detected". The "failure on other end (SEND)" is any failure which occurred on the other end, not a failure in a self-station. A small-capacity optical terminal station 501 connected to the facility out of monitoring via an optical cable is set to "failure on other end (SEND) detected". The small-capacity optical terminal stations 201 and 501 have a function to detect various failures.
