An apparatus and a method for executing service authentication according to a subscriber's billing information are provided to offer an efficient packet service in connection with billing processing by directly controlling a real user's traffic in a packet data network so as to accept or intercept an end-to-end packet service call according to a subscriber's billing information. A service authentication apparatus(400) comprises a packet receiving part(420), a packet analysis part(440), and a service authentication part(460). The packet receiving part receives a packet from a user terminal or a contents provider server. The packet analysis part analyzes the received packet and extracts service information. Using the extracted service information and the terminal user's billing information, the packet analysis part judges whether to provide a service. Based on a judgement result from the packet analysis part, the service authentication part accepts or intercepts a packet service call between the user terminal and the contents provider server.
