A plasma display panel and a manufacturing method thereof are provided to reduce a material cost required for a dielectric layer by not forming the dielectric layer between a barrier rib and a rear substrate. A front substrate(10) and a rear substrate(20) are opposite to each other, and address electrodes(11) are extended in a first direction, and are spaced apart from each other in a second direction crossing the first direction. Barrier ribs(16) are interposed between the address electrodes, and are extended in the first direction to define discharge cells(17). A dielectric layer(41) is formed between the barrier ribs to cover the address electrodes. A phosphor layer(19) is formed on a surface of the dielectric layer and a side of the barrier rib. A first electrode and a second electrode(32) are extended in the second direction on the front substrate.
