PROBLEM TO BE SOLVED: To keep a session communication between a transmission terminal and a receiving terminal even in the case that a fault occurs in a communication relay apparatus during session communicating.

SOLUTION: When a communication state with a SIP server to transmit a request message next is judged and then it is judged that the communication state with the communication apparatus to which the message is to be transmitted next is abnormal, a SIP server preceded by the SIP server which has judged the communication state to be abnormal is set as a request message transmission destination based on information related to a relay order of the SIP servers set in header information of the request message.
