<p><P>PROBLEM TO BE SOLVED: To provide an information communication system capable of reducing an operational burden on a vehicle occupant for an on-vehicle terminal device. <P>SOLUTION: A vehicle user transmits picture information to an operator of a call center 5 for determining a picture of a display device 22 of a navigation device 1 while requiring operation data for giving instructions on an operation method for the navigation device 1 by voice. Based on the picture of the display device 22 displayed on a display of a server 52, the operator forms operation data needed by the user as to the navigation device 1. The operator transmits the operation data on the navigation device 1 via a line terminal device 51 toward the navigation device 1.
