PROBLEM TO BE SOLVED: To provide a lining construction method and a lining block, which makes separable a construction time for a concrete structure from a construction time for lining, and which can reduce the period and cost of construction of lining. SOLUTION: Characteristically, this construction method, in which the lining 1 is installed on the inner surface of a reinforced concrete structure 51, comprises: a lining block installation step of installing the lining block 5, which is provided with a lining plate 15 and a skeleton portion 13 composed of a structural material, on the surface of first concrete 63 placed in at least a part of an area with arranged reinforcements 55, 59 and 61 constituting the reinforced concrete structure 51; a connection step of connecting the adjacent skeleton portion 13 together; and a welding step of welding and connecting the adjacent lining plates 15 together, after the placing of second concrete 69 for covering the skeleton portion 13.
