<P>PROBLEM TO BE SOLVED: To provide an image forming apparatus capable of forming a satisfactory image without causing a white spot in an image, resulting from overcharging on formation of a halftone image, by making a difference between the surface potential on a photoreceptor drum right before a charging device charges an image formation area on the photoreceptor drum and a surface potential on the photoreceptor drum charged by the charging device. <P>SOLUTION: A photoreceptor drum area passed through a transfer section when a recording medium is not present between a transfer roller and the photoreceptor drum and subject to the formation of an electrostatic latent image is assigned as a first area. A photoreceptor drum area passed through the transfer section when a recording medium is present between the transfer roller and the photoreceptor drum and subject to the formation of an electrostatic latent image formation is assigned as a second area.
