PROBLEM TO BE SOLVED: To enhance acceleration while suppressing the deterioration of an exhaust emission control catalyst due to heat. SOLUTION: This controller 4 of an on-vehicle internal combustion engine 1 performs a fuel cut treatment for suppressing the excessive rotation of an internal combustion engine 1 when the engine rotational speed NE is equal to or higher than a predetermined rotational speed NEth1, and under the condition for starting that the fuel cut treatment is performed, performs an intake air amount decreasing treatment for reducing the opening of a control valve for regulating the amount of the intake air to forcibly lower the engine rotational speed NE. The controller also comprises a reserving means for reserving the execution of the intake air amount reducing treatment until a predetermined periodΔtd1y shorter than the periodΔtch in which a catalytic converter 33 installed in the exhaust system of the internal combustion engine 1 is heated to an allowable maximum temperature Tch is passed after the condition for starting the intake air amount reducing treatment is established.
