<p><P>PROBLEM TO BE SOLVED: To reduce generation of noise in execution of opening and closing operation of a valve element as much as possible. <P>SOLUTION: A control device ensures a starting torque for motor starting to stabilize starting of a motor by varying the moving speed of the valve element according to its moving quantity, minimizes generation time of motor sound or the like, when switching of refrigerant passage is performed after starting the motor, by increasing the motor speed, and minimizes contact sound of the valve element with a terminal regulation means of a three-way valve, when it gets close the terminal regulation means by reducing the motor speed.
