<p><P>PROBLEM TO BE SOLVED: To give an altitude monitoring alarm to a small aircraft (a VFR aircraft) making a visual range flight. <P>SOLUTION: When a determining device 6 determines that a downward set bias distance B runs counter to a preset minimum safety altitude from an altitude position in the present position of an aircraft A picked up by radar equipment 1, a controller gives an alarm toward the aircraft A through communication equipment 7.
