PROBLEM TO BE SOLVED: To ensure safety to load an electric apparatus in a safe status on a transport medium while notifying third parties that the electric apparatus cannot be loaded on the transport medium. SOLUTION: A loading detecting button 1 previously detects the loading of the electric apparatus on the transport medium. A voltage detecting section 3 detects a voltage V of a power supply 2. A storage section 7 stores a control operation voltage V1 and a control finish voltage V2 smaller than the control operation voltage V1. When the loading detecting button 1 previously detects the loading on the transport medium, a control section 6 determines whether or not the voltage V of the power supply 2 detected by the voltage detecting section 3 is not lower than the control operation voltage V1, and when detecting that the voltage V of the power supply 2 is not lower than the control operation voltage V1, the control section controls the power supply 2 to supply power to an LED 4 so that the LED 4 can notify that the electric apparatus cannot be loaded on the transport medium, and controls the power supply 2 to be forcibly discharged until the voltage of the power supply 2 reaches the control finish voltage V2.
