PROBLEM TO BE SOLVED: To provide a hydraulic power steering device capable of enhancing steering characteristic and performing disassembling. SOLUTION: Relative rotation of an input shaft 2 and an output shaft 3 is converted to relative rotation of first and second valve elements 31, 32 accompanying with pivoting of a pivot member 54. When an operation member 74 is driven by a stepping motor 72, a fulcrum formation member 56 is moved and a position of a second support part 52 as a pivot fulcrum of the pivot member 54 is varied. A ratio of relative rotation angles of the first and second valve elements 31, 32 relative to relative rotation angles of the input shaft 2 and the output shaft 3 is varied. A retaining ring 85 engaged with a connection member 77 for connecting the pivot member 54 and the operation member 74 is removed and the connection member 77 is removed from a penetration hole 74a of the operation member 74.
