PROBLEM TO BE SOLVED: To obtain a radio communication system in which call control delay is reduced and radio efficiency is improved for call control using an SIP. SOLUTION: The present invention relates to a radio communication system which includes a base station (5) and a mobile gateway device (6) and uses an SIP as a call control protocol between a mobile terminal (4) under control of the base station (5) and an SIP device (8). Each of the mobile terminal (4), the base station (5) and the mobile gateway device (6) has a function of transmitting/receiving an SIP message on a radio signaling channel, and the mobile gateway device (6) puts an SIP message received from the SIP device (8) on the radio signaling channel and delivers to the SIP device (8) an SIP message received within the radio signaling channel with the base station (5).
