A sheet for filling and expansion and a method for installing a pipe in a penetration hole of a fire prevention partition by using the same are provided to prevent flame and smoke from moving through the penetration hole by the sheet when a fire breaks out. A sheet(100) for filling and expansion is composed of an expansible refractory sheet(10) expanded in receiving heat and an expansible foam member(20) with incombustibility stacked on the upper part of the expansible refractory sheet and expanded when pressing force is removed. The expansible foam member is PO(Polyolefin) expanded within 10~60 minutes when pressing force is removed or open cell foam including PO, or silicon expanded within 10~60 minutes when pressing force is removed or open cell foam including silicon.
