An apparatus and a method for booting an embedded system are provided to stop the operations of multiple devices included in the embedded system until restoration of the devices is completed so as to restore each device to a desired state within a short booting time. An apparatus for booting an embedded system having a plurality of devices(15-1,15-2,15-3) includes a storage unit(17-1) and a controller(17-2). The storage unit stores status information of the plurality of devices. The controller restores the states of the devices based on the status information and stops the operations of the restored devices until the restoration of the devices is completed when an embedded system booting command is inputted. The controller controls the devices to be simultaneously operated when the restoration of the devices is finished.
