A brush holder assembly of an electric motor and a manufacturing method thereof are provided to protect circuits from a short circuit and damage generated when the electric motor is operated above the threshold current value of a flexible conductive material. A brush holder assembly(10) of an electric motor includes a plurality of the brushes(30), a plurality of the brush holders(18), and a base plate(14). The plurality of the brush holders has a space to accept one of the plurality of the brushes. The plurality of the brush holders have two projections(42) which are extended to the facing direction along the surface of the brush holder. The base plate receives one of the projections of the brush holder. The base plate is opened to inner side. The base plate has a plural pair of wing units which are closed to outer side, and have a surface.
