PROBLEM TO BE SOLVED: To accurately detect a channel being viewed actually on a television incorporating a digital tuner. SOLUTION: A terminal device 2 connected to a television 1 detects switching of an audio signal form by analyzing the preamble of data burst generated from a digital audio signal output from the television 1, generates, for each view section from a point of time when the audio signal form is switched, to the next audio signal form switching, view block data including feature data for comparison extracted from the data burst within the relevant view section and time data of the relevant view section, and transmits the generated data to a center device 4. The center device 4 compares the feature data for comparison included in the view block data received from the terminal device 2 with reference feature data included in reference data for each channel accumulated on a reference data accumulation portion 43 and judges a view channel by the unit of a view block.
