PROBLEM TO BE SOLVED: To specify a satellite which is used for observing an observational target position most quickly, out of a plurality of satellites. SOLUTION: In a satellite observation plan program, when an observation condition is inputted, an absolute valueΔR of a difference between a satellite position vector and an observational target position vector at a time T (S16 in the figure), and it is determined whether theΔR is less than the maximum slant rangeρmax or not (S17). When theΔR is less than theρmax, the time T is stored in a memory as an observable time (S21).
