PROBLEM TO BE SOLVED: To provide a polymer actuator element that exhibits excellent elasticity and response speed in an open system at room temperature under atmospheric pressure, and to provide a method for manufacturing and driving the polymer actuator element. SOLUTION: A polymer actuator element includes a conductive polymer and a driving electrolyte.
