An apparatus for preventing a crush pad lower panel from scattering is provided to protect a driver from hurting his or her knees by preventing a lower cross unit from flying toward the driver when an airbag for protecting knees of the driver is operated. An apparatus for preventing a crush pad lower panel from scattering comprises a housing bracket(60) which has a hook shape. The housing bracket protrudes from a rear surface of an airbag housing(51). One end of a stopper member(70) is fitted into the housing bracket, and the other end of the stopper member is fixed to a lower cross unit(13). The stopper member includes a rod member(71) which is fitted into the housing bracket. One end of a flat plate member(73) is integrally formed with the rod member, and the other end of the flat plate member fixed to the lower cross unit through a fixing member(73a). |
