PROBLEM TO BE SOLVED: To provide a magnetic refrigerating device and a magnetic refrigerating method having a constitution to reduce thermal loss in magnetizing/demagnetizing of magnetic field to a magnetic refrigerating material, and to provide a compact and simple refrigerating system of small risk to environment and high efficiency. SOLUTION: This magnetic refrigerating device includes a ring-shaped inner Halbach magnet and an outer Halbach magnet in a state that magnetic field spaces generated therefrom are superposed to each other, the magnetic refrigerating material or a magnetic refrigerating working chamber receiving the magnetic refrigerating material is disposed in an internal space of double Halbach magnets of a double structure coaxially disposed, the outer Halbach magnet is rotated and driven in a state of fixing the inner Halbach magnet, and the magnetic field is applied to or removed from the magnetic refrigerating material to generate magnetocaloric effect on the magnetic refrigerating material to perform heat transport.
