Disclosed is a membrane electrode assembly which is excellent in adhesion between an electrolyte membrane and a catalyst layer. Specifically disclosed is a membrane electrode assembly comprising an electrolyte membrane and an electrode which is arranged on at least one side of the electrolyte membrane and contains a catalyst layer. In this membrane electrode assembly, the electrolyte membrane and the catalyst layer are bonded together through an ion-exchange polymer which is obtained by surface graft polymerization of a polymerizable monomer.
