PROBLEM TO BE SOLVED: To provide an LCD driving circuit and a liquid crystal display apparatus which reduce power consumption by on-off driving specific segments without resetting a microcomputer from a standby mode to normal operation. SOLUTION: The LCD drive circuit dynamically drives a liquid crystal display part with a plurality of segments using a plurality of segment signals and a plurality of common signals. In this case, the LCD drive circuit is provided with a timer circuit 12 which outputs a periodic timer signal showing an on-off period, and a multiplexor 14 which is inserted in signal lines SEG_ON, SEG_OFF for transmitting specific signals to indicate turning-on or turning-off of the specific segment, and outputs an on-off signal SEG_C in the down-stream from the signal line to indicate turning on-off to the specific segment.
