PROBLEM TO BE SOLVED: To obtain a high-grade flame-resistant fiber bundle, simultaneously achieving excellent processability of the flame-resistant fiber bundle, and having little fluff, to provide a method for producing a carbon fiber providing a product having good grade/quality and good processability by using the high-grade flame-resistant fiber bundle as a precursor, and to provide the flame-resistant fiber bundle providing good processability in spinning/non-woven fabric processes. SOLUTION: The amine-modified flame-resistant fiber bundle is modified with an amine-based compound, and has a molecular orientation ratio of≥65%, measured by wide angle x-ray measurement, and a number of fluff of≤1×10<SP>-3</SP>/m/filament. The method for producing the amine-modified flame-resistant fiber bundle includes subjecting a solution containing a flame-resistant polymer modified with the amine-based compound to wet spinning or dry-wet spinning to obtain the fiber bundle, imparting a sizing agent to the obtained fiber bundle, and bringing the resultant fiber bundle into contact with a heater at a temperature of≥50°C and≤150°C.
