A method and apparatus for a wireless communication system, sends an init ial connection request with the device capabilities of an indicated mobile s tati (505). The device capabilities comprise both semi-static capabilities ( 535b) and dynamic capabilities (535a). The semi-static capabilities (550) ar e stor in the core network (525). Data is transmitted via a wireless node (5 15) before the mobile station transitions to an idle state. When transitioni ng back to an active state from the idle state when the semi-static capabili tie have not changed, a connection request (540) is sent with the dynamic ca pabilities of the user equipment without also transmitting the semi-static m obile station capabilities to the wireless node (515).
