A retro-reflecting unit and a retro-reflector including the same are provided to change a main reflection direction having a high incident direction and high retro-reflexibility without restricting directions and angles in a design process. A retro-reflecting unit includes one or more reflecting corners(10) and a pair of perpendicular reflection surfaces(11,12). The reflecting corners are composed of a pair of corner reflection surfaces(10a,10b) which are arranged in parallel to each other. The corner reflection surfaces are perpendicular to each other. A pair of perpendicular reflection surfaces having different upper end height values are formed perpendicularly to edges of the reflecting corners. A difference between the upper end height values of the perpendicular reflection surfaces is larger than a gap between the perpendicular reflection surfaces. A retro-reflector includes one or more retro-reflecting units.
