PROBLEM TO BE SOLVED: To provide a hot-cold feeling determining device, a hot-cold feeling determining method, and a hot-cold feeling determining program, capable of accurately determining a hot-cold feeling without hindering daily life; and an air-conditioning control device, an air-conditioning control method, and an air-conditioning control program, using a hot-cold feeling determining result. SOLUTION: This device has a skin temperature detecting means 100 detecting the skin temperature of a subject, a periodic variation detecting means 102 detecting a variation in the skin temperature, that is, a predetermined periodic variation detected by the skin temperature detecting means 100, and a hot-cold feeling determining means 104 determining the hot-cold feeling of the subject, based on the periodic variation detected by the periodic variation detecting means 102.
