PROBLEM TO BE SOLVED: To provide a visitor management system or the like efficiently collecting and managing a state of visitors and interest information and providing the collected information by using an IC tag.

SOLUTION: This visitor management server 10 is provided with: an IC tag issuing means 131 for associating a visitor ID from a terminal device 103 with a read IC tag ID; entry/exit registering means 132 and 135 for making a visitor hold an IC tag 10 over an IC tag reader 115 for entry/exit and recording entry/exit time in visitor information to be associated with the read IC tag ID; a voting means 133 for making the visitor hold the IC tag 10 over an IC tag reader 115 near an exhibited object attracting the visitor and storing vote history information 330 showing the degree of interest; a vote accumulating means 134 for extracting and accumulating the vote history information 330 in each attribute information of exhibited object information/visitor information and distributing an accumulated result; and an information retrieving and providing means 137 for distributing relevant information.
