PROBLEM TO BE SOLVED: To provide a light emitting apparatus that attains a high luminance using a Tb complex fluorescent substance.

SOLUTION: The light emitting apparatus 1 is equipped with a first illuminant 3 that is a semiconductor light emitting device such as a light emitting diode and a second illuminant 4 that emits visible light by light irradiation from the first illuminant 3, wherein the second illuminant 4 contains a complex fluorescent substance containing Tb and an inorganic fluorescent substance. The complex fluorescent substance has an emission peak wavelength ranging from 510 to 560 nm and the inorganic fluorescent substance has an emission peak wavelength ranging from 570 to 700 nm or 420 to 480 nm.
