PROBLEM TO BE SOLVED: To provide an image forming apparatus which is low in the torque of a cleaning blade while using an intermediate transfer member having at least a base material layer and a surface layer in the intermediate transfer member and containing a cured acrylic acid resin or a cured methacrylic acid resin as a main component at the surface layer, does not give rise to blade peeling and blade edge chipping, and obviates the occurrence of a cleaning defect even in the long term use, and an image forming method. SOLUTION: The image forming apparatus primarily transfers the toner image formed by development on an electrophotographic photoreceptor to the intermediate transfer member, then secondarily transfers the toner image from the intermediate transfer member to a transfer material, in which the intermediate transfer member has at least a base material layer and a surface layer; the surface layer contains the cured acrylic acid resin or the cured methacrylic acid resin as the main component; and the toner contains a fatty acid metal salt.
