PROBLEM TO BE SOLVED: To provide a resin substrate which is superior in durability and has antistatic properties and water/oil repellent properties. SOLUTION: In the resin substrate 8, a film having siloxane linkages is formed on the surface of a resin substrate which has a conductive surface and a hydrolyzable resin layer, the hydrolyzable resin layer and the film having the siloxane linkages are bonded firmly to each other. Since a difference in thermal expansion between the hydrolyzable resin layer and the resin substrate is small to make the adhesion between them strong, the substrate with the film having the siloxane linkages which is excellent in durability can be provided. Since the film having the siloxane linkages is thin, charged particles can easily be made to permeate the conductive resin layer so that fouling adhesion by electrification can be prevented.
