A cosmetic composition is provided to show excellent 5alpha-reductase inhibitory effect and excellent antibacterial activity against Propionibacterium acnes, thereby improving acnegenic skin and seborrheic skin. A cosmetic composition for improving acnegenic skin comprises 0.01-20% of N-acetyl phydosphingosine, 0.01-10% of an extract of soybean, 0.001-40% of an extract of Paeonia suffruticosa Andrews root bark, and 0.01-30% of an extract of Galla Rhois. The composition is in the formulation of face lotion, lotion, cream, essence, skin lotion, foundation, liquid soap, solid soap, or cleansing form.
