PROBLEM TO BE SOLVED: To enable a server device to discriminate the carrier transition of a cellular phone which accesses the server device provided with a web site for cellular phones for performing a member registration. SOLUTION: When a user performs the member registration, the server device 10 issues a unique member number to be made correspond to the unique UID (terminal information) of the cellular phone 3 used by the user and registers the member number in a member registration table 22. After the member registration, when the user accesses the server device 10 by transmitting the issued member number and the UID, the server device 10 extracts a UID associated with the same number as the received member number from the member registration table 22 and compares the extracted UID with the UID received this time. As a result of comparison, the UIDs are different from each other, the server device 10 discriminates whether or not a carrier of the cellular phone used by the user is changed based on pieces of carrier information included in the respective UIDs.
