PROBLEM TO BE SOLVED: To provide a method for producing a thin film comprising a zirconium oxide composite capable of easily forming a dense thin film composed of fine particles on various substrate surfaces including an organic substrate, substrate surfaces of a large area and substrate surfaces of complicated shapes such as porous ones using a simple device without requiring a heating stage for stabilization by crystallization, and to provide a zirconium oxide composite including sulfate radicals synthesizable using a simple device without requiring a heating stage at high temperature and usable as NO reduction catalysts. SOLUTION: The zirconium oxide composite is obtained by dissolving zirconium sulfate in alcohol, dipping a substrate into the solution, and forming a zirconium oxide thin film on the substrate.
