PROBLEM TO BE SOLVED: To provide a system for ordering and delivering merchandise anonymously including a delivery route from the order of merchandise to a user.

SOLUTION: A user terminal 10 receives a customer ID and a public key Pd from a deliverer terminal 20, and requests blind signature for the personal information of a user to the deliverer terminal 20 by using the public key Pd, and acquires the blind signature. The user terminal 10 transmits a customer ID signature request to request signature for the customer ID including the signature value of the blind signature and the customer ID to a settlement company management device 40, and acquires the signed customer ID. The user terminal 10 transmits the signed customer ID to the deliverer terminal 20. The deliverer terminal 20 receives and stores the signed customer ID. The user places an order to a sales store management device 30 for the merchandise anonymously by using signed customer ID signed by the settlement company management device 40, and receives the merchandise from the deliverer relating to the deliverer terminal 20.
