PROBLEM TO BE SOLVED: To provide a model creating device for a measurement controller capable of simulation with an object-oriented programming technique adopted without requiring a software technology in development of an electronically controlled vehicle. SOLUTION: A vehicle model creating divides respective parts of a vehicle for modeling into the finite number of model components, creates an integrated model of a vehicle with the model components consistently connected, configures model component hardware and software independently, designs according to implementation format, provides a user with the integrated model of the vehicle for modeling, the model components, or later added model components, and automatically generates an execute form program file of the model component by altering a program of a software portion of the model component.
