摘要 <p>An image compression device includes a motion vector detection unit, a judging unit, an in-frame compression unit, and an inter-frame compression unit. The motion vector detection unit acquires a motion vector between image data at a plurality of positions on the image. The judging unit decides whether the spatial change of the motion vector on the image is large or small. The in-frame compression unit selects an image region A where the spatial change of the motion vector is judged to be large from the image data to be compressed and subjects the selected image region A to the in-frame compression. The inter-frame compression unit selects an image region B where the spatial change of the motion vector is judged to be small from the image data to be compressed and subjects the selected image region B to the inter-frame prediction differential compression.</p>
