PROBLEM TO BE SOLVED: To provide an active material with a sufficient cycle characteristic, and to provide a process for its production.

SOLUTION: In the process for production of the active material, an aqueous solution containing a metal fluorocomplex is contacted with a metal oxide to form a surface-modified layer 2 on the surface of the metal oxide. The active material 5 comprises a core section 1 made of the metal oxide and the surface-modified layer 2 covering the core section 1, wherein the surface-modified layer 2 is made of an oxide containing a metal contained in the core section 1 and a metal not contained in the core section 1.
