PROBLEM TO BE SOLVED: To provide a cleaning device that can maintain its cleaning function for a long period of time even in an image forming apparatus that uses a spherical toner having a small particle diameter. SOLUTION: The cleaning device is equipped with, from the upstream side in the rotation direction of an image carrier 1, two blades of a first cleaning blade 11 and a second cleaning blade 12, wherein the second cleaning blade is a polishing blade having a two-layer structure of a blade base layer and a layer containing abrasive particles. The toner used shows a weight average particle diameter (D4) of 3.5 to 5.5μm measured by a Coulter method, having particles of 3.17 to 4.00μm by 20 to 50 number%, particles of 4.00 to 5.04μm by 10 to 30 number%, and coarse particles of 12.7μm or more by 0 to 1.0 wt.%, with a ratio (D4/D1) of the weight average particle diameter (D4) to the number average particle diameter (D1) of 1.04 to 1.30.
