PROBLEM TO BE SOLVED: To provide a stable heat-welding section without holes or cobwebbing in a packaging apparatus which performs the packaging while pulling out a resin film sheet by the movement of an article to be packaged. SOLUTION: In the packaging apparatus, a lateral sealing heater is brought into contact with a resin film sheet 3, and heat-welding is performed. Then, by a feeding-returning mechanism which is arranged on the upstream side of the lateral sealing heater, the resin film sheet is fed to the downstream side for once time at the upstream side of the heat-welding section, and a slack is formed. Then, the resin film sheet is pulled back to the upstream side by the feeding-returning mechanism 31, and thus, the slack is eliminated, and at the same time, the resin film sheet is cut at the heat-welding section.
