PROBLEM TO BE SOLVED: To effectively prevent an illicit action by faking a face image used for face collation processing. SOLUTION: Motion patterns of a plurality of parts in a personal face are registered. Images containing the face of a recognition object person are continuously taken in time series, information showing the state of each part in the personal face is detected from a plurality of images continuously taken in time series, the detected information showing the state of each part is arranged in time series for each part, and whether the information showing the state of each part which is arranged in time series can be recognized as a motion of each part of the face of an existing person or not is determined based on the preliminarily registered motion pattern of each part.
