PROBLEM TO BE SOLVED: To impart the balanced ventilating cooling function and the balanced moisture releasing function, with excellent set-up workability, in a panel for coveting an outer wall of a building for external heat insulation. SOLUTION: This ventilating heat insulation composite panel is formed so that a ventilating strip groove G and a layering thick part 1C are alternately arranged in parallel on an installation surface 1S of a heat insulation layer 1B, and a half-width thick part 1C' of a 1/2 width of the thick part 1C is arranged on both sides, and a cement plate 1A is integrally layered on the layering surface 1S in the form of projecting on one side in the width direction, entering on the other side, projecting a large step height d3 on the upper end in the height direction and entering a small step height d2 on the lower end. The lateral connection and the vertical connection of the mutual panels 1 can be performed in the mutually chipping connection. When covering the outer wall with the panels, a horizontal joint dx is formed in a vertical connection part of the panels. A strip groove G group of an equal width is arranged at an equal interval over the whole outer wall surface by the mutual connection of the half-width thick part 1C' in a lateral connection part of the panels. The moisture releasing action from a heat insulation material by the strip groove G group and the ventilating cooling action of the cement plate 1A, are evenly imparted to the whole outer wall surface.
