PROBLEM TO BE SOLVED: To provide a fixing device the life of which is long and the energy efficiency of which is high and to provide an image forming apparatus incorporating the fixing device. SOLUTION: The fixing device comprises: a heater 300 including a resistance heat generating body disposed on an arcuate substrate, and a protective layer formed on the resistance heat generating body; a belt 130 extended by the heater 300 and a nip member 170; a pressure roller 100 disposed opposite the nip member 170 via the belt 130 and rotated; and a counter roller 600 disposed opposite the heater 300 and pressing the belt via the belt.
