PROBLEM TO BE SOLVED: To provide a high-energy X-ray generating device capable of irradiating high-energy X rays at a narrow place where a number of pipings are congested, as well as a non-destructive test device of a tube-shaped member, and to provide a high-energy X-ray generating method. SOLUTION: The device is provided with a laser beam generating part 10 creating pulsated laser beams, a high-energy particle generating part 100 having high-energy particles generated by irradiating pulsated laser beams on a sample, and a light guide tube group 50 coupling the laser beam generating part and the X-ray generating part and leading the pulsated laser created by the laser beam generating part to the high-energy X-ray generating part.
