<P>PROBLEM TO BE SOLVED: To provide a massage comparing/determination device, a message comparison/determination method and a message comparison/determination program capable of comparing by taking the hierarchy of a massage into account. <P>SOLUTION: A massage comparing/determination 12 reads massage titles from a first file and a second file that are read by a file reading part 11, and compares the massage titles with each other to determine the matching of them. When both the massage titles are determined to be identical, contents of the massage titles are all read, and both the contents are compared with each other to determine whether they agree with each other.
