Disclosed are a dispensing device for a preferably cosmetic liquid as well as a method for producing said dispensing device. In order to obtain a permanent and tight connection between two materials while keeping the production process simple, the surface of the first material is subjected to a preliminary treatment using plasma treatment or irradiation in a desired joining zone in order to form radicals there or break open the polymer chains of the first material, whereupon the second material is sprayed directly against the first material. In another embodiment, the first material is covered with a second material to join the first material to another material or component.
